* chore: upgrade maintenance scripts to robust PyYAML parsing

- Replaces fragile regex frontmatter parsing with PyYAML/yaml library

Azure.Identity (.NET)

Authentication library for Azure SDK clients using Microsoft Entra ID (formerly Azure AD).
