Task #101: Git Repository Cleanup & Hygiene

Overview

The firefrost-operations-manual repository has grown to ~1.1GB due to large binary files in git history. Working files are only ~90MB. File organization also needs consolidation.

Issues

.git history bloat (1.1GB) from MP4s, PNGs committed historically
Consultations in 3 places (needs consolidation to docs/consultations/)
Dual task system (docs/tasks-index/ vs docs/tasks/) undocumented

Recommended Approach

Option A (Live with it) for git history — only impacts clone time, not daily work. File organization cleanup can happen incrementally.
