* Add ai-md: Convert CLAUDE.md to AI-native format

Battle-tested with 4 models. Same rules, fewer tokens,
higher compliance (6/8 → 8/8). Saves 53% file size.

* fix: Comply with contribution requirements

- Shorten description under 300 chars
- Add required fields: risk, source, date_added
- Add 'When to Use This Skill' section per canonical template
- Remove non-standard frontmatter fields (triggers, tags, version)
