feat(roadmap): Add GitHub Issues and Changelog scraping to C1 tasks

Expand C1 GitHub scraping tasks to include:
- C1.7: Extract GitHub Issues (open/closed, labels, milestones)
- C1.8: Extract CHANGELOG.md and release notes
- C1.9: Extract GitHub Releases with version history
- Renumber C1.10-C1.12 (CLI tool, MCP tool, config format)

Also updated E1 MCP tools section:
- Mark E1.3 (scrape_pdf) as completed
- Add cross-references to main task categories

Total C1 tasks: 9 → 12 tasks
