Documentation Overhaul (7 new files, ~4,750 lines)

Version Consistency Updates:
- Updated all version references to v2.7.0 (ROADMAP.md)
- Standardized test counts to 1200+ tests (README.md, Quality Assurance)
- Updated MCP tool references to 18 tools (CHANGELOG.md)
